In this subject I beg leave to notice a point to which I think the attention of Her Majesty's Government should be drawn. It seems to be the case that no provision is made against the consignment of the Colony by a vessel of no Nationality, and that some steps should be taken against such vessels is abundantly evident from the case of the "General Blanco" reported by me in Despatch No.159 of 15th April last.
